RASSEMBLEMENT POUR LES MINEURS ISOLES A PARIS
"L’Etat organise l’exclusion des jeunes les plus précaires en mettant fin au Dispositif Lycéens. L’État et le rectorat ne facilitent pas l’accès à l’école des mineurs isolés et s’attaquent aux moyens des dispositifs UPE2A et ULIS.
Mi-décembre, la préfecture de la région Île-de-France annonçait au rectorat la fin du Dispositif Lycéens mis en place il y a dix ans pour héberger des jeunes scolarisé·es en situation de grande précarité. Des dizaines de jeunes sont, en ce moment, contraint·es de quitter leurs hébergements. Une partie de ces jeunes est envoyée en région, créant de fait une rupture de scolarité ainsi qu’une rupture administrative. D’autres se retrouvent dans des centres pour grands précaires, inadaptés à leur âge et à leur statut de lycéen·ne. Dans tous les cas, cette décision met en péril le parcours d’insertion et l’avenir des jeunes actuellement bénéficiaires du dispositif.
Dans le même temps, de nombreux Mineurs Non Accompagnés (MNA) rencontrent d’immenses difficultés à être scolarisé·es : déficit organisé de rendez-vous au CASNAV, attente interminable avant affectation dans un établissement ; et parfois même, lorsqu’ils sont affectés, ils ne bénéficient pas du taux horaire qui leur est dû ! Des centaines de mineur·es sont actuellement en attente d’une place à l’école, souvent depuis plusieurs mois.
Le rectorat de Paris s’attaque aussi aux élèves allophones et à ceux en situation de handicap. Lors du CSA du 21 janvier, le rectorat annonçait la fin de la marge pour les classes d’UPE2A et d’ULIS en collège (634h supprimées). Ne pouvant bénéficier d’un enseignement adapté en français, langue de scolarisation dans des disciplines qui le nécessitent, les élèves concerné-es risquent de subir avec violence une inclusion à marche forcée, sans adaptation pédagogique liée à leur situation.
Nous exigeons la fin de cette violence administrative qui s’abat sur nos élèves, une place à l’école pour chaque enfant, une scolarité adaptée à leurs besoins, un toit pour chaque élève, afin que toutes et tous puissent suivre une scolarité émancipatrice.

"The State is organizing the exclusion of the most precarious young people by putting an end to the Lycéens scheme. The State and the rectorat are not facilitating access to school for unaccompanied minors, and are attacking the resources of UPE2A and ULIS.
In mid-December, the prefecture of the Île-de-France region announced to the rectorat the end of the “Dispositif Lycéens” scheme set up ten years ago to provide accommodation for schoolchildren in extremely precarious situations. Dozens of young people are currently being forced to leave their accommodation. Some of these young people are being sent to other regions, creating a break in their schooling as well as an administrative break. Others find themselves in centers for the very insecure, unsuited to their age and status as high-school students. In all cases, this decision jeopardizes the integration and future of the young people currently benefiting from the scheme.
At the same time, many Unaccompanied Minors (MNAs) are experiencing immense difficulties in getting into school: organized shortage of CASNAV appointments, interminable waiting times before being assigned to a school; and sometimes, when they are assigned, they don't even receive the hourly rate they are due! Hundreds of minors are currently waiting for a place in school, often for several months.
The Paris rectorat is also attacking allophone pupils and those with disabilities. At the CSA meeting on January 21, In September 2008, the rectorat announced the end of the margin for UPE2A and ULIS classes in middle schools (634h cut). Without the benefit of adapted teaching in French, the language of schooling, in the disciplines that require it, the students concerned risk being subjected to forced inclusion, with no pedagogical adaptation linked to their situation.
We demand an end to this administrative violence against our students, a place at school for every child, schooling adapted to their needs, a home for every student, so that everyone can follow an emancipating education.
