Refuge de la SPA de Lyon
En 1850, le général Delmas de Grammont fait porter une loi devant la chambre des députés afin de punir ceux qui auront "exercé publiquement et abusivement de mauvais traitements envers les animaux domestiques". Cette loi, au nom du général, est à l'origine de la protection animale en France. La SPA, Société Protectrice des Animaux, de Lyon a été créé en 1853 par le docteur Lortet, dans la continuité de la loi Grammont, et reconnu d'utilité publique en 1893, ce qui lui permet d'entreprendre des actions juridiques face aux auteurs de mauvais traitements.
La SPA de Lyon est du Sud-est est une association indépendante, dont l'action s'étend sur toute la région Auvergne-Rhône-Alpes. Ses missions de secours et de sauvetages d'animaux victimes de maltraitances, violences, abandons ou encore d'animaux errants sur l'espace public nécessitant des soins, en font d'elle la plus importante association de protection animale du Rhône.
Elle compte deux refuges, celui de Dompière-sur-Veyle dans l'Ain créé en 1987, et le refuge de Brignais, dans le Rhône, créé en 1971. Celui-ci s'étend sur un hectare et peut accueillir 400 animaux. Les chiens y sont accueillis dans des box individuels et chauffés, tandis que les chats sont répartis dans des chatteries. En plus d'une clinique vétérinaire ouverte au sein du refuge en 1990, un bâtiment spécifique pour les Nacs, nouveaux animaux de compagnie, qui regroupe des animaux de petite taille comme les lapins, hamsters, furets ou encore souris, a été ouvert en 2007. Une chèvrerie et une maison de retraite pour chats, qui sont eux inadoptable pour diverses raisons, font partie du refuge.
Le refuge est en constante évolution afin de s'adapter aux différentes missions d'accueil et de soins des animaux. Ce sont des milliers d'animaux qui chaque année sont récupérés et soignés par les équipes de la SPA avant d'être adoptés. Pour la seule année 2021, ce sont 6700 animaux recueillis sur les deux refuges, avec un taux d'adoptions de 63 %. L'année dernière a également vu une augmentation du nombre d'animaux recueillis de l'ordre de 10 % malgré une baisse du nombre d'abandons directs, compensé par une augmentaiton d'entrées en fourrière avec des animaux perdus non retrouvés. Plus de 8 chats sur 10 ne sont, en effets, pas identifiés, contre 1 chien sur 10. Le nombre de saisies judiciaires suite à maltraitance a également augmenté. Les différents confinements de l'année 2021 ont eux aussi eu un impacter les naissances de chatons à la hausse, avec l'arrêt des stérilisations lors de ces périodes par de nombreux vétérinaires.
Malgré les coûts important des différentes missions de l'association, la SPA de Lyon et du Sud-est reste entièrement financée par les dons et legs de particuliers. L'association ne perçoit aucune subvention de l'état.
Shelter of the Animal Protection Society of Lyon
In 1850, the general Delmas de Grammont brought a law before the Chamber of Deputies in order to punish those who "publicly and abusively mistreat domestic animals". This law, in the name of the general, is at the origin of animal protection in France. The SPA, Animal Protection Society, of Lyon was created in 1853 by Doctor Lortet, in the continuity of the Grammont law, and recognized as a public utility in 1893, which allows it to undertake legal actions against the authors of mistreatment.
The SPA of Lyon and the South-East is an independent association, whose action extends over the whole Auvergne-Rhône-Alpes region. Its missions of rescue and saving of animals victims of mistreatment, violence, abandonment or stray animals on the public space requiring care, make it the most important association of animal protection of the Rhône.
It has two shelters, the one in Dompière-sur-Veyle in the Ain department created in 1987, and the one in Brignais, in the Rhône department, created in 1971. The latter covers one hectare and can accommodate 400 animals. The dogs are housed in individual heated boxes, while the cats are housed in catteries. In addition to a veterinary clinic opened in the shelter in 1990, a specific building for Nacs, new pets, which includes small animals such as rabbits, hamsters, ferrets and mice, was opened in 2007. A goat house and a retirement home for cats, which are unadoptable for various reasons, are part of the shelter.
The shelter is constantly evolving in order to adapt to the different missions of reception and care of the animals. Each year, thousands of animals are taken in and cared for by the SPA teams before being adopted. For the year 2021 alone, there are 6700 animals collected in the two shelters, with an adoption rate of 63%. Last year also saw an increase in the number of animals taken in of the order of 10% despite a drop in the number of direct abandonments, compensated by an increase in the number of arrivals at the shelter with lost animals not found. More than 8 out of 10 cats are not identified, compared to 1 out of 10 dogs. The number of judicial seizures following mistreatment has also increased. The different confinements of the year 2021 have also had an impact on the births of kittens, with the stop of sterilizations during these periods by many veterinarians.
In spite of the important costs of the different missions of the association, the SPA of Lyon and the South-East remains entirely financed by donations and legacies of individuals. The association does not receive any subsidy from the state.
