Chatila sur un fil
Ici la lumière s estompe. Et par instant, l air viendrait même à manquer, incapable de se faufiler dans ce labyrinthe de ruelles, noyé dans cet enchevêtrement d immeubles fripés. Chatila est un camp debout. Les constructions s y superposent maladroitement, contraintes par son kilomètre carré de superficie. Situé à l entrée sud de Beyrouth, Chatila, près de 20,000 habitants aujourd hui, est l un des douze camps répartis sur le territoire libanais pour abriter les réfugiés palestiniens ayant fui, à partir de 1948, la guerre et la création d Israël. L exode palestinien poussa alors plus de 700,000 personnes vers la Cisjordanie, Gaza ou les pays frontaliers, la Jordanie, la Syrie ou le Liban. Selon le premier recensement officiel des réfugiés palestiniens au Liban, réalisé en février 2017 sous la supervision du Comité de dialogue libano-palestinien (LPDC), ils seraient aujourd hui 174,422. Bien loin des estimations habituellement mises en avant qui surestiment leur présence autour de 500,000 à 600,000 individus.
Car au Liban, la « question palestinienne » demeure sensible. « Les libanais sont absolument focalisés sur cette problématique de l implantation palestinienne. Elle ressurgit régulièrement dans le discours politique. Récemment il y eut par exemple une polémique au sujet d un décret présidentiel de naturalisation de 400 personnes dont des Palestiniens. Dans un discours Nadim Gemayel (député chrétien) l a fustigé arguant qu il portait selon lui la concrétisation de l implantation des Palestiniens au Liban » explique Daniel Meier, chercheur associé à l Institut d études politiques de Grenoble. « L implantation », serait alors le prélude selon ses opposants, à la naturalisation. Or les palestiniens demeurent dans une partie de l inconscient collectif libanais comme les responsables du déclenchement de la guerre civile qui ravagea le pays entre 1975 et 1990. En outre, cette implantation porterait en elle le bouleversement des équilibres confessionnels, en accordant alors une supériorité numérique décisive à la communauté sunnite.
Aujourd hui Chatila demeure un camp ouvert, à la différence d autres camps palestiniens du Liban. Mais y pénétrer se fait néanmoins sous surveillance. L un des points d accès, au détour d un rond point, s emprunte à pas couvés. Un barrage de l armée, surmonté d une guérite, attend le visiteur, sous le regard de Yasser Arafat dont la figure peinte, atteste du changement de régime. Comme dans tous les camps palestiniens au Liban, l autorité y est double. Confiée à l Office de secours et de travaux des Nations Unies pour les réfugiés de Palestine dans le Proche-Orient créé en 1949 (Unrwa) et à un comité populaire dont les membres sont nommés par les factions palestiniennes. Une extraterritorialité sur le territoire libanais qui proscrit l entrée dans le camp de l armée libanaise. À Chatila, c est le Fatah qui détient la réalité du pouvoir, bien que d autres factions soient représentées, le Hamas ou le Mouvement du Jihad islamique en Palestine et le Front Populaire de Libération de la Palestine (FPLP).

Here the light fades. And at times, the air would even run out, unable to squeeze through this labyrinth of alleys, drowned in this tangle of crumpled buildings. Chatila is a standing camp. The constructions are awkwardly superimposed on it, constrained by its square kilometer of surface. Located at the southern entrance to Beirut, Chatila, close to 20,000 inhabitants today, is one of the twelve camps spread over Lebanese territory to shelter Palestinian refugees who fled, from 1948, the war and the creation of 'Israel. The Palestinian exodus then pushed more than 700,000 people to the West Bank, Gaza or neighboring countries, Jordan, Syria or Lebanon. According to the first official census of Palestinian refugees in Lebanon, carried out in February 2017 under the supervision of the Lebanese-Palestinian Dialogue Committee (LPDC), they are now 174,422. Far from the estimates usually put forward which overestimate their presence around 500,000 to 600,000 individuals.
Because in Lebanon, the "Palestinian question" remains sensitive. "The Lebanese are absolutely focused on this issue of Palestinian settlement. It reappears regularly in political discourse. Recently, for example, there was controversy over a presidential naturalization decree for 400 people, including Palestinians. In a speech Nadim Gemayel (Christian deputy) castigated him arguing that he believed he was carrying out the settlement of Palestinians in Lebanon "explains Daniel Meier, associate researcher at the Institute for Political Studies in Grenoble. "Settlement", would then be the prelude according to his opponents, to naturalization. However the Palestinians remain in a part of the Lebanese collective unconscious like those responsible for the outbreak of the civil war which ravaged the country between 1975 and 1990. In addition, this implantation would carry within it the upheaval of the confessional balances, by then granting a superiority decisive digital to the Sunni community.
Today Chatila remains an open camp, unlike other Palestinian camps in Lebanon. But entering it is nevertheless done under surveillance. One of the access points, at the bend of a roundabout, takes you in brooding steps. An army barrage, surmounted by a sentry box, awaits the visitor, under the gaze of Yasser Arafat whose painted figure attests to the change of regime. As in all Palestinian camps in Lebanon, the authority is twofold. Entrusted to the United Nations Relief and Works Agency for Palestine Refugees in the Near East established in 1949 (Unrwa) and a popular committee whose members are appointed by Palestinian factions. An extraterritoriality on Lebanese territory which prohibits entry into the Lebanese army camp. In Chatila, it is Fatah that holds the reality of power, although other factions are represented, Hamas or the Islamic Jihad Movement in Palestine and the Popular Front for the Liberation of Palestine (PFLP).
