Libérez Hadama!
Au matin du 4 avril 2018, à la demande du maire d'Aulnay-sous-Bois, Hadama Traoré, co-fondateur du mouvement La Révolution est En Marche, a été violemment interpellé à son domicile par 30 policiers cagoulés et armés devant épouse et enfants.
Le soir-même, plus de 150 personnes se réunissaient devant la mairie pour demander sa libération.
Le motif invoqué par le service de la sûreté territoriale est l'entrave au conseil municipal du 7 mars dernier au cours duquel l'ancien agent municipal interpellait le maire de ces mots:
«On veut de l'amour, on veut du respect!»
Par ailleurs il lui est également reproché de s'être emporté sur facebook, principal organe de communication de LREEM, et d'avoir tenu des propos incendiaires (
«brûler la mairie») s'il n'était pas entendu par Beschizza.
Coïncidence ou coercition?
Hadama Traoré est en conflit avec le maire Bruno Beschizza. Ancien directeur d'une antenne jeunesse à Aulnay, il estime avoir été révoqué en décembre dernier sans motif réel ni sérieux.
Ce 4 avril était prévu le vote du budget de la ville au conseil municipal. Le militant contestataire avait émis l'intention de s'y rendre afin de mêler les citoyens aux décisions les concernant.
Bruno Beschizza, actuel maire d'Aulnay, est l'ancien premier secrétaire du syndicat de police Synergie. Au vu de l'emploi de méthodes musclées pour procéder à l'interpellation, ce au matin du conseil municipal tant attendu par les deux parties, la question soulevée par les soutiens présents à la mobilisation paraît légitime: s'agit-il de museler le porte-parole du mouvement LREEM?
«On veut de l'amour, on veut du respect!»
La Révolution est En Marche accompagne des citoyens malmenés par l'administration, par essence les plus fragilisés:
personnes en situation de handicap n'ayant pas accès à leurs droits (loi du 11 février 2005), locataires abusés par les bailleurs sociaux, familles dont les enfants ont été confisqués par l'ASE, familles de victimes de violences policières auxquelles aucun élu n'apporte de soutien, riverains excédés des désagréments causés par l'attribution de certaines places de marchés, etc...
La liste est longue et diverse des actions menées à l'échelle locale comme nationale par le mouvement d'éveil citoyen créé il y a un an.
Après tout, que l'équipe LREEM s'applique à assurer bénévolement le travail des élus accomode assez la municipalité, encore ne faut-il pas bouleverser les règles d'un jeu politique bien établi.
Mais que se passe-t-il à Aulnay?
La donne change quand on sait que l'ancien animateur jeunesse dénonce régulièrement le clientélisme associatif et révèle les appétits spéculatifs aiguisés par l'élection de la commune au projet du Grand Paris.
Aulnay est depuis devenue une valeur sûre. Les prix du foncier s'envolent et les projets immobiliers fleurissent.
Les administrés des quartiers modestes bénéficient de rénovations, certes, mais avec des malfaçons. Celles-là même que Monsieur Traoré dénonce dans ses vidéos diffusées via facebook.
Et malgré le ripolinage de façade, le problème de la pauvreté endémique dans ces quartiers reste entier. Les habitants ne bénéficient pas des avancées économiques et sociales permises par la manne financière du Grand Paris.
La stratégie de la gentrification n'est-elle d'ailleurs pas à Aulnay comme partout d'éloigner les populations les plus modestes en périphérie au profit d'investisseurs?
Et la périphérie de la périphérie, c'est où au juste?
Pour exemple, en haute sphère municipale, il a été décidé de la destruction du Galion, ancien immeuble d'habitation littéralement laissé à l'abandon par la commune et emblème architectural de la ville datant des années 60.
Hadama Traoré remet en cause le PLU visant à détruire ce bâtiment avec force, les habitants et commerçants n'ayant pas été concertés.
Révélateur d'une dérive démocratique ou dérive autocratique?
La résonnance médiatique générée par LREEM et son représentant charismatique ferait-elle de l'ombre à Beschizza? Ce sont près de 170 journalistes nationaux et internationaux qui sont passés à Aulnay depuis le lancement du mouvement d'éveil citoyen pour révéler un visage des banlieues que l'on connaît moins, celui de pans entiers de la population que l'on souhaite à tout prix maintenir éloignée de la chose publique,
res publica.
Ce n'est plus à travers le spectre de la violence, de la sécurité, des émeutes ni des voitures brûlées qu'on évoque Aulnay, mais sous le prisme de l'engagement citoyen.
Le trentenaire à l'éloquence hors-norme a réussi ce tour de force de faire porter sur sa ville un focus bienveillant là où le service de communication de la mairie est totalement inopérant.
Il révèle les visages de la citoyenneté. À travers ses vidéos postées sur facebook, il interroge, écoute, motive et accompagne des citoyens justiciables conscients de leurs devoirs mais lésés dans leurs droits. Il donne la parole aux
«facebookers, facebookeuses, citoyens, citoyennes, étrangers, étrangères».
Ainsi, les thématiques propres à la commune d'Aulnay trouvent un écho et essaiment à l'échelle nationale, voire internationale.
Au regard de ce bilan, pourquoi donc Hadama Traoré a-t-il été révoqué? L'ancien agent municipal paye-t-il le prix de son engagement citoyen? Sortait-il de son devoir de réserve lorsqu'il mettait en lumière les pratiques juteuses de la municipalité?
Par ailleurs, ce matin du 4 avril, pourquoi n'a-t-il pas simplement été convoqué au commissariat? Etait-il besoin de faire un usage disproportionné de la force et de terroriser sa famille alors que depuis toujours il promeut le dialogue entre les forces de l'ordre et la population?
Le traitement infligé à Monsieur Traoré et ses proches est-il un épiphénomène local, dérive autocratique d'un maire empêché par les révélations d'un citoyen emblématique ou révélateur d'une crise de démocratie?
En attendant, comme le souhaitait Bruno Beschizza, le conseil municipal s'est tenu à huis-clos ce 4 avril dernier, les aulnaysiens n'ont pas eu voix au chapitre et les portes de la mairie resteront fermées pour Hadama Traoré jusqu'à sa comparution au tribunal de Bobigny le 13 septembre prochain pour les propos qui lui sont reprochés.

On the morning of 4 April 2018, at the request of the mayor of Aulnay-sous-Bois, Hadama Traoré, co-founder of the movement La Révolution est En Marche, was violently arrested at his home by 30 hooded and armed police officers in front of his wife and children.
That same evening, more than 150 people gathered in front of the town hall to ask for his release.
The reason given by the territorial security service is the obstruction of the municipal council of last March 7 during which the former municipal officer questioned the mayor of these words:
"We want love, we want respect!"
Moreover, he is also accused of having got carried away on facebook, LREEM's main communication medium, and of having made flammatory remarks ("burning the town hall") if he was not heard by Beschizza.
Coincidence or coercion?
Hadama Traoré is in conflict with Mayor Bruno Beschizza. Former director of a youth station in Aulnay, he feels he was dismissed last December without any real or serious reason.
This April 4 was planned the vote of the budget of the city at the municipal council. The protesting activist had expressed the intention to go there in order to involve citizens in decisions affecting them.
Bruno Beschizza, current mayor of Aulnay, is the former first secretary of the Synergie police union. In view of the use of muscular methods to proceed to the interpellation, on the morning of the municipal council so long awaited by both parties, the question raised by the supporters present at the mobilisation seems legitimate: was it to muzzle the spokesman of the LREEM movement?
"We want love, we want respect!"
La Révolution est En Marche accompanies citizens mistreated by the administration, in essence the most vulnerable:
people with disabilities who do not have access to their rights (law of 11 February 2005), tenants abused by social landlords, families whose children have been confiscated by the child welfare, families of victims of police violence to whom no elected official provides support, residents who are overwhelmed by the inconvenience caused by the allocation of certain market places, etc...
The list is long and diverse of actions carried out locally and nationally by the citizen awakening movement created a year ago.
After all, that the LREEM team works hard to ensure the work of elected officials on a voluntary basis accommodates the municipality enough, but the rules of a well-established political game should not be upset...
But what's going on in Aulnay-sous-Bois?
The situation changes when we know that the former youth leader regularly denounces associative clientelism and reveals the speculative appetites whetted by the election of the commune to the Greater Paris project.
Aulnay has since become a sure value. Land prices are soaring and real estate projects are flourishing.
The citizens of modest neighbourhoods benefit from renovations, certainly, but with faulty workmanship. The same ones that Mr Traoré denounces in his videos broadcast via facebook.
And despite the façade ripolin gloss, the problem of endemic poverty in these neighbourhoods remains. The inhabitants do not benefit from the economic and social advances allowed by the financial manna of Greater Paris.
Isn't the gentrification strategy in Aulnay, like everywhere else, to drive away the most modest populations on the periphery in favour of investors?
And where exactly is the periphery of the periphery?
For example, in the high municipal sphere, it was decided to destroy the Galion, an old residential building literally abandoned by the town and the architectural emblem of the city dating from the 1960s.
Hadama Traoré forcefully questioned the PLU aimed at destroying this building, the inhabitants and shopkeepers not having been concerted.
Revealing a democratic drift or an autocratic drift?
Would the media resonance generated by LREEM and its charismatic representative shade Beschizza? Nearly 170 national and international journalists have visited Aulnay since the launch of the citizen awakening movement to reveal a face of the suburbs that we know less, that of entire sections of the population that we wish at all costs to keep away from public affairs,
res publica, "république" in french.
It is no longer through the spectre of violence, security, riots or burned cars that Aulnay is evoked, but under the benevolent prism of citizen engagement.
The 30-year-old, with his extraordinary eloquence, managed this tour de force to bring a benevolent focus to his city where the town hall's communication service is totally inoperative.
It reveals the faces of citizenship. Through his videos posted on facebook, he questions, listens, motivates and accompanies citizens who are aware of their duties but have infringed their rights. It gives the floor to "
facebookers, facebookers, citizens, foreigners".
Thus, the themes specific to the commune of Aulnay find an echo and spread on a national, even international scale.
In the light of this assessment, why was Hadama Traoré dismissed? Does the former municipal officer pay the price for his civic commitment? Was he going beyond his duty of reserve when he highlighted the juicy practices of the municipality?
Also, this morning, April 4, why was he not simply summoned to the police station? Was it needed to use disproportionate force and terrorize his family when he has always promoted dialogue between police and the population?
Is the treatment inflicted on Mr Traoré and his relatives a local epiphenomenon, autocratic drift of a mayor prevented by the revelations of an emblematic citizen or revealing a crisis of democracy?
Meanwhile, as Bruno Beschizza wished, the city council was held behind closed doors on 4 April, the Aulnaysians had no say in the matter and the doors of the town hall will remain closed for Hadama Traoré until his appearance in court in Bobigny on 13 September next for the remarks he is accused.
