L'Agence Français de Développement (AFD) est l'organisme chargé de mettre en oeuvre la politique de coopération de la France à l'étranger. Cela se traduit par un soutien financier de projets visant à réduire la pauvreté et à promouvoir le développement dans le monde, sous diverses formes (prêts, subventions, conseil...). Le secteur électrique étant considéré comme une prioriété par le gouvernement kenyan, l'AFD a déjà investi 500 millions d'euros dans le secteur de l'énergie du pays, à travers des prêts aux entreprises intervenant dans ce secteur.
L'énergie est indispensable au développement des sociétés humaines, l'Afrique sera donc amener à consommer de plus en plus d'énergie à mesure que son niveau de vie va augmenter. Le continent dispose de ressources énergétiques renouvelables (énergies solaire, hydraulique géothermique ou éolienne) et non renouvelables (pétrole et gaz), importantes mais variables selon les pays africains. L'objectif de l'AFD étant de favoriser l'utilasation des ressources de la première catégorie.

The objective of the AFD is to favor the use of the resources of the first category.
