En l?absence de politique publique ambitieuse, les Afghans qui souffrent d?un handicap sont dépendants des ONG internationales. Le centre de réhabilitation Comité international de la Croix-Rouge à Kaboul offre une assistance aux personnes handicapées à travers un travail de rééducation physique. 15% des patients sont des blessés dus à la guerre, en majorité à cause de l?explosion de mines. L?aide internationale apportée aux Afghans handicapés est essentielle, mais ils souffrent d?une grande fragilité dans la société afghane à cause de leurs difficultés à avoir accès aux études et au travail. De nombreuses pensions d'aide aux handicapés n'ont pas été versées depuis l'arrivée des talibans au pouvoir principalement en raison de la crise financière qui frappe le pays.

In the absence of an ambitious public policy, Afghans with disabilities are dependent on international NGOs. The International Committee of the Red Cross rehabilitation center in Kabul offers assistance to disabled people through physical rehabilitation work. 15% of the patients are war-wounded, mostly due to mine explosions. International assistance to Afghans with disabilities is essential, but they suffer from great fragility in Afghan society because of their difficulties in accessing education and work. Many pensions for the disabled have not been paid since the Taliban came to power, mainly because of the financial crisis in the country.
